Indonesia has never held a referendum or plebiscite in Papua regarding its claim to the territory. Although members of the UN General Assembly in November 1969 proposed that the General Assembly should call on Indonesia to hold a referendum by the end of 1975, both Indonesia and its friends rejected this proposal;
