Controversy has surrounded Papua’s Noken voting system since it was implemented in Indonesia’s 2004 general election. Basically, the entire community decides to all vote for the same candidate, and their ballots are placed into a traditional bag called the Noken. This collective approach is rooted in consensus, making it distinct from conventional voting practices. Papua is the only place in Indonesia with this unique system. While constitutional, critics, including the Election Supervisory Agency and the National Commission on Human Rights, advocate for its abolition due to alleged human rights violations.
